The shard doesn't teach anyone 'magic', per se. It merely enhances what you're already capable of. For example; the shard couldn't teach someone with no magical or natural abilities to fly. But if someone could already fly, they could have those abilities enhanced.
The AC post implies not to link ongoing threads that haven't met the AC requirements. If you're linking a network thread that only has 7 comments by you, it might not have reached 10 by the time the AC checker goes to count it, and this is something we've had happen in the past. Threads that are still ongoing and both parties (or multiple parties) are playing in are more than fine to link, but we require the thread to have met the actual AC length at the time of it being entered by the player, not ones that are just under and need a tag or two or five to meet the requirements.
